Reckless Law Of The Month: Congressman Wants To Literally Politicize Science Funding

U.S. Lawmaker Proposes New Criteria for Choosing NSF Grants - ScienceInsiderAt least one congressman thinks he is better equipped to judge the merit of research than the world’s premier scientists. Representative Lamar Smith (CrunchGov Grade: F), co-author of the infamous Stop Online Piracy Act, wants the director of the National Science Foundation to certify that all research is meeting national priorities, based on the accusation that current scientific research isn’t doing a good enough job.?”It’s a dangerous thing for Congress, or anybody else, to be trying to specify in detail what types of fundamental research NSF should be funding,” said Presidential science advisor, John Holdren, on Smith’s proposed High Quality Research Act. According to Science magazine, the act would alter the mission of the NSF to require all research to advance national priorities and be both “groundbreaking” and “not duplicative.”?Unfortunately, it’s a well-known fact that important research is often both incremental and done in parallel. Both evolution and Calculus were discovered around the same time. Science is a chaotic process; trying to manage singular “groundbreaking” discovery from the top-down contradicts how science research has been conducted for thousands of years. Maybe Congressman Smith has an understanding that no one else does. In fairness to the law, not all NSF funding is worthwhile. I supported congress’s decision to cut off Political Science research, based on my four years as a graduate student and seeing millions of dollars being wasted on navel-gazing academic articles. Smith is right to hold the NSF to a higher standard and ensure that tax dollars are being spent well. However, the solution is putting scientists and organizations in charge of the merit review process that have a history of conducting practical, socially beneficial research–not to micromanage the discovery process. When TechCrunch created a report card for every member of the House of Representatives, it was meant to raise suspicion of legislation proposed by lawmakers with an anti-innovation history. 5 car bombs kill 26 in Shiite areas across Iraq

BAGHDAD (AP) ? Five car bombs exploded Monday in public areas in predominantly Shiite cities and districts in central and southern Iraq, killing 26 civilians and wounding dozens, officials said.

The blasts come amid a week-long spike in sectarian violence following clashes at a Sunni protest camp in the north of the country. No one has claimed responsibility, but coordinated bombings in civilian areas are a favorite strategy used by al-Qaida in Iraq.

Two parked car bombs went off simultaneously Monday morning in the city of Amarah near a gathering of construction workers and a market, killing 13 civilians and wounding 42, according to police.

Another police officer said a parked car bomb exploded near a restaurant in the city of Diwaniyah, killing eight civilians and wounding 25 others.

Amarah, some 320 kilometers (200 miles) southeast of Baghdad and Diwaniyah, 30 kilometers (80 miles) south of the capital, are heavily Shiite and normally comparatively peaceful.

Hours later, another parked car bomb went off in the revered Shiite city of Karbala, killing two civilians and wounding 12 others, police said. Two early Islamic figures revered by Shiites are buried in the city, about 90 kilometers (55 miles) south of Baghdad.

A parked car bomb ripped through a Shiite neighborhood in the otherwise predominantly Sunni town of Mahmoudiya, about 20 miles (30 kilometers) south of Baghdad, killing three and wounding 16, another police said.

Four medical officials confirmed the casualty figures. All officials spoke on condition of anonymity as they were not authorized to release information.

Sectarian violence has spiked since Tuesday, when security forces tried to make arrests at a Sunni Muslim protest camp in the northern city of Hawija. The move set off a clash that killed 23 people, including three soldiers.

The Hawija incident and a spate of follow-up battles between gunmen and security forces as well as other attacks, including Monday's, have left around 200 dead in the last week.

Facebook And The Sudden Wake Up About The API Economy

api branchesWhat a two weeks it’s been. Something happened that has been simmering for a while. The API market exploded. Intel bought Mashery for more than $180 million and CA acquired Layer 7. 3Scale received a new $4.5 million round of funding from Javelin Ventures. Mulesoft acquired Programmable Web. And then Facebook jumped in and bought Parse. The acquisitions and funding point to a maturing market that is reflected in the ubiquity of APIs across the application landscape. It’s not a new market by any means. The space is filled with companies that have leveraged the API build out that has happened over the past several years. Instead this is an inflection point. There are more than 30,000 APIs, according to Programmable Web, the leading API directory and blog. Javelin Ventures Managing Director Noah Doyle said to me in an interview that analysts see the API market growing five to ten times over the next five years. With that scaling in number of APIs comes a virtuous circle for the developers that build compelling apps and APIs. The APIs extend the apps reach as they become part of distributed data network. As more people use the APIs so the app developer generates more data. As the data increases in scope, often the service will become an API. Facebook needs new streams of data to keep rolling out new digital products. Back end as a service providers like Parse provide SDKs and APIs that give developers access to infrastructure for storing basic data types, locations and photos. How Facebook uses this data is a question mark. But regardless, Pare serves as a constant replenishing source, nourished by the apps on the Parse platform that use APIs. Facebook now will decide how to package and segment that data to push more relevant advertising to its 1 billion users. APIs Are Like Glue APIs will be the glue to the Internet, said Programmable Web Founder John Musser. Musser, like Doyle, sees a new generation of APIs emerging that are fueled by demand, triggered by mobile devices, which serve in many respects as the new client/servers. Apps are hosted on cloud services and distributed across mobile devices that read and write data, sending and receiving information, connecting via APIs. Clarifying the effect of stem cell therapy on cancer

Apr. 28, 2013 ? Injection of human stem cells into mice with tumors slowed down tumor growth, finds research published in BioMed Central's open access journal Stem Cell Research & Therapy. Human mesenchymal stem cells (MSC), isolated from bone marrow, caused changes in blood vessels supplying the tumor, and it is this modification of blood supply which seems to impact tumor growth.

The use of stem cells in treating cancer has been controversial, with some studies finding that stem cells force tumors to enter programmed cell death. However other studies find that stem cells actually promote tumor growth by inducing infiltration of new blood vessels. In attempting to sort out this puzzle researchers from INSERM groups at Universit? Joseph Fourier in collaboration with CHU de Grenoble investigated the impact of MSC on already established subcutaneous or lung metastasis in mice.

For both the subcutaneous and lung tumors, injection of MSC reduced cell division, consequently slowing the rate of tumor growth. Part of the mode of action of stem cells therefore appears to be due to with angiogenesis, but the mechanism behind this is still unclear.

Claire Rome who led this study explained, "We found that MSC altered vasculature inside the tumor -- although new blood vessels were generated, overall they were longer and fewer than in untreated tumors. This could be restricting the oxygen and nutrients to the tumor, limiting cell division." She continued, "Our study confirms others which propose that stem cells, in particular MSC, might be one way forwards in treating cancer."

Commenting on this study Celia Gomes, from the University of Coimbra, said, "One of the interesting questions this study raises is when MSC promote tumor growth and when they restrict it. The answer seems to be timing -- this study looks at already established tumors, while others, which find that MSC increase growth, tend to be investigating new tumors. This is a first step in the path to identifying exactly which patients might benefit from stem cell therapy and who will not."

(AP) ? The most exciting few minutes of the NFL draft came on Day 2.

In the span of a few minutes early in Friday night's second round, the San Diego Chargers caused draftniks at Radio City Music Hall to let out a roar with the selection of Notre Dame's Manti Te'o. Just when things were settling down, the New York Jets announced their pick ? quarterback Geno Smith. Fans, many clad in Jets jerseys, cheered ? and booed.

Te'o, of course, was the victim of a tabloid-ready hoax involving a fake girlfriend. That, and his poor play in the national title game against Alabama, followed by less-than-impressive workouts for pro scouts, had everyone wondering when he would be selected.

Smith, of course, now heads to a team with all kinds of quarterback issues, from starter Mark Sanchez still with the team despite an awful season, Tim Tebow still with the team despite not really getting a chance to play, and three other QBs on the roster for now in David Garrard, Greg McElroy and Matt Simms.

Here are 10 things to know about the draft after the first two days. The final four rounds are Saturday.

1. WHAT THEY'RE SAYING IN SAN DIEGO, NEW YORK

"I did expect to go in the first round," Te'o said. "But things happened and all it did was give me more motivation to get better. I don't know if I have something to prove, but it definitely puts a huge fire under my butt to just be better."

Asked if he dropped into the second round because of the off-field issues and his flop in the title game, he said: "I really don't know. That's a question that you've got to ask the teams."

Chargers GM Tim Telesco, who traded up seven spots to No. 38 to land Te'o, certainly has no issues with his new guy.

"He's a great kid," Telesco said. "We did a lot of work on Te'o and I've seen him for a number of years. He loves football. He's passionate about it. He loves to practice. He loves to play."

Smith, who was projected as first-rounder, believes he can compete with Sanchez and whoever else is around.

"I love to compete. Mark is a guy who I watched at USC, I watched him in the NFL, and I think highly of him as well as Tim and all of those guys over there," he said, "As I said, I'm coming in as a rookie and I'm going to compete and I'm also going to accept my role whatever it is."

Asked if he thinks he's a franchise QB, he said: "Yes sir. I do believe so and for a number of reasons, but the main thing is that I'm not only coming into practice, I'm going to come into work and I'm going to compete daily and I'm going to also do my best to better my teammates in order for us to win a Super Bowl."

What does it all mean?

New Jets GM John Idzik says: "What this means for Mark Sanchez is competition, and Mark is open to that. We've had discussions about that, and I think he buys into the fact that that helps him and it helps any player on our team, and as a result, it helps our team."

2. RUNNING BACKS SCORE

A night after no running backs were taken in the first round for the first time since 1963, the second round produced five, and Alabama star Eddie Lacy (expected to be a first-rounder) wasn't the first to go. Cincinnati gave that distinction to Gio Bernard of North Carolina with the No. 37th overall pick. Then, Michigan State's Le'Veon Bell went to Pittsburgh at No. 48, Wisconsin All-American Montee Ball went to Denver at No. 58, Lacy went to Green Bay at No. 61 and Texas A&M's Christine Michael went to Seattle at No. 62.

The third round produced one running back ? Arkansas' Knile Davis to Kansas City at No. 96.

Lacy, who ran for 1,322 yards and 17 touchdowns last season, may have dropped because of concerns about his health, including a hamstring problem that prevented him from participating in the NFL combine and working out for scouts a few weeks ago.

"You can't do anything about it," Lacy said. "I'm just looking forward to being part of a new team and contributing as much as I can."

3. STILL ON THE BOARD

Among notable players till on the board entering Saturday's final four rounds are quarterbacks Matt Barkley of Southern California, Ryan Nassib of Syracuse and Landry Jones of Oklahoma; running back Marcus Lattimore of South Carolina (recovering from a serious knee injury); and two starters from national champion Alabama, offensive lineman Barrett Jones and defensive tackle Jesse Williams.

4. VIKINGS STRONG

Minnesota did not have a second or third-round pick Friday night because they had a huge first round Thursday night with three picks ? DT Sharrif Floyd (Florida) at No. 23, DB Xavier Rhodes (Florida State) at No. 25 and a last-second deal with New England moved the Vikings up to snag WR Cordarrelle Patterson (Tennessee) at No. 29.

"I don't think it could've worked out any better for the caliber of players we got coming into our program," Vikings GM Rick Spielman said. "I'm very excited."

The Vikings, coming off a surprising run to the playoffs spearheaded by running back Adrian Peterson, immediately filled three of their biggest needs. A linebacker by the end of the draft and Minnesota will have hit on all cylinders.

Not bad for a team that started last season in what was expected to be a rebuilding one.

5. FINALLY, A PICK

Four teams did not have first-round picks, but stepped up in the second round to start filling their needs. Tampa Bay was the first of the four to pick, going for defensive back Johnthan Banks of Mississippi State at No. 43 overall. Washington, which lost its first-rounder in last year's deal to draft Robert Griffin III, went for defensive back David Amerson of North Carolina State at No. 51 overall. New England, known for trading early picks for a bunch of later picks, chose linebacker Jamie Collins of Southern Mississippi at No. 52, and Seattle ? after trading down six spots with Baltimore ? closed out the second round by taking running back Christine Michael of Texas A&M.

6. FOREIGN FLAVOR

Defensive end Ziggy Ansah of BYU led a parade of international players into the NFL.

Ansah, from Ghana, didn't even know how to put on shoulder pads a few years ago. On Thursday, he was the No. 5 overall pick by the Detroit Lions.

Also going in the first round was Florida State defensive end Bjoern Werner from Germany (Indianapolis, No. 24). Two more went in the second round, SMU defensive end Margus Hunt from Estonia (No. 53, Cincinnati) and Florida State offensive tackle Menelik Watson from Britain (Oakland, No. 42). The third round saw Connecticut linebacker Cisio Moore from Liberia go to Oakland at No. 66. Still on the board is Alabama defensive tackle Jess Williams from Australia.

7. WHERE ARE THE QUARTERBACKS?

As predicted, quarterbacks were not popular in the first round, and not too popular in the second- and third-rounds, either. After Buffalo surprised nearly everyone by picking Florida State's EJ Manuel as the only QB in the first round (at No. 16), the next to go was West Virginia's Geno Smith by the New York Jets in the second round, at No. 39, and North Carolina State's Mike Glennon by Tampa Bay in the third round, at No. 73. Of course, stars such as Tom Brady, Drew Brees and even Russell Wilson weren't first-rounders, either.

8. MY TEAM'S BETTER THAN YOURS

In a game of one-upmanship, former players from Dallas (Tony Casillas), Pittsburgh (Merril Hoge) and the New York Giants (Rich Seubert) got the fans going before announcing the second-round picks for their teams.

Casillas stepped up to the podium and called out ... "still America's team," the Dallas Cowboys select ...

Next up was Hoge, who chimed in with "the only team to win six Super Bowls," and then made Pittsburgh's choice.

And next in the sequence came Seubert, who simply said, "Go Giants!" before announcing New York's pick.

The crowd at Radio City, of course, booed Casillas and Hoge, and cheered Seubert.

9. LEAN BEEF

The second day of the draft was not for heavyweights. After 18 offensive and defensive linemen totaling nearly 2? tons were selected in the first round, the second round dropped to five. The third round, though, saw 12 linemen taken. Of course, teams turned their attentions to skill positions, with eight wide receivers and 17 defensive backs taken Friday night.

10. CONFERENCE LEADERS

To the surprise of no one, the Southeastern Conference has provided the NFL with the most draft picks of any conference ? 32 of 97 so far. That's one-third of the newest class of the NFL players. The SEC breakdown is 12 in the first round, eight in the second and 12 in the third. Stay tuned for the next four rounds.

No. 2 is the Atlantic Coast Conference with 12, including six first-rounders.

Not 'brainwashed': American women who converted to Islam speak out

When an American convert to Islam was revealed as the wife of the dead Boston bombing suspect, Lauren Schreiber wasn?t surprised at what came next.

Comments from former acquaintances and complete strangers immediately suggested that 24-year-old Katherine Russell, a New England doctor?s daughter, must have been coerced and controlled by her husband, Tamerlan Tsarnaev, who died last week in a firefight with police.

?She was a very sweet woman, but I think kind of brainwashed by him,? reported the Associated Press, quoting Anne Kilzer, a Belmont, Mass., woman who said she knew Russell and her 3-year-old daughter.

That kind of assumption isn?t new to Schreiber, 26, a Greenbelt, Md., woman who became a Muslim in 2010.

?The moment you put on a hijab, people assume that you?ve forfeited your free will,? says Schreiber, who favors traditional Islamic dress. ?

The Boston terror attack and the questions about whether Russell knew about her husband?s deadly plans have renewed stereotypes and misconceptions that U.S. women who have chosen that faith say they want to dispel.

?It?s not because somebody made me do this,? explains Schreiber, who converted after a college study-abroad trip to West Africa. ?It?s what I choose to do and I?m happy.?

Rebecca Minor, 28, of West Hartford, Conn., converted to Islam five years ago. Wearing a hijab "reminds me to be a good person," she said.

Her view is echoed by Rebecca Minor, 28, of West Hartford, Conn., a special education teacher who converted to Islam five years ago. When her students, ages 5 to 8, ask why she wears a headscarf, she always says the same thing:?"It's something that's important to me and it reminds me to be a good person," says Minor, who is secretary for the Muslim Coalition of Connecticut.?

Muslims make up less than 1 percent of the U.S. population, according to studies by the Pew Forum on Religion and Public Life. In 2011, about 1.8 million U.S. adults were Muslim, and about 20 percent had converted to the faith, Pew researchers say. Of those converts, about 54 percent were men and 46 percent were women. About 1 in 5 converts mentioned family factors, including marrying a Muslim, as a reason for adopting the faith.?

Accusations are 'harsh'
Women convert for a wide range of reasons -- spiritual, intellectual and romantic -- says Yvonne Haddad, a professor of the history of Islam and Christian-Muslim relations at Georgetown University.

?Islam is attractive to women that the feminist movement left behind,? says Haddad, who co-authored a 2006 book, ?Muslim Women in America: The Challenge of Islamic Identity Today.?

Women like Lindsey Faraj, 26, of Charlotte, N.C., say that wearing a headscarf and other traditional Islamic garb in public often leads people to assume she sacrificed her American life to please a man.

?'You must have converted in order to marry him,' I hear it all the time,? says Faraj, who actually converted simultaneously with her husband, Wathek Faraj, who is from Damascus, about four years ago.?

She?s also heard people say that her husband is allowed to beat her, that she?s not free to get a divorce, that she and her two children, ages 4 months and 2, are subservient to the man. Such concepts are untrue, of course, she says.

?In the beginning, it did offend me a lot,? says Faraj, who grew up in a Christian family in Florida. ?But now as my sense of my new self has grown, I don?t feel offended.?

She?s able to joke, for instance, about the woman who screamed insults from a passing car.

?They screamed: ?Go back to your own country? and I thought, ?It doesn?t get more white than this, girl,?? says Faraj, indicating her fair features.?

Like all stereotypes, such views are steeped in fear, says Haddad.

?Accusations of brainwashing are harsh,? she says. ?They cover up the fact that we don?t comprehend why people like ?us? want to change and be like ?them.??

All three women say they came to Islam after much thought and spiritual searching.

Islam 'entered my heart'
Schreiber, who is a community outreach and events coordinator for the Council on American-Islamic Relations, says she was drawn to the religion after meeting other Muslims on her trip abroad before graduating from St. Mary's College of Maryland in 2009.?

She grew up in an agnostic family where she was encouraged to discover her own faith.?

"It was, whatever you decide to do -- temple, church, mosque -- I support you finding yourself," says Schreiber. She's now married to a Muslim man, Muhammad Oda, 27, whose parents were both converts to Islam. She said came to the faith before the relationship.??

Faraj, a stay-at-home mom, says she never saw herself "as a religious person, in the least," but became enthralled after trying to learn more about Islam before a visit to see her husband's family.?

?The concept of Islam hit me,? Faraj recalls. ?It was just something that entered my heart.?

Minor, who is single, says she was intrigued by Islam in college, when she was?close friends with?a deployed?American Marine but had Muslim friends at school.

"I saw a huge discrepancy in the negative things I heard coming from my?(friend)?and the actions I could see in my co-workers," she recalls. After spending 18 months learning about Islam, she decided to convert.?

The response from family and friends has been overwhelmingly supportive, Minor says.?

"The more you can do to educate people about Islam, not by preaching, but by actions, the better," she says.?

Reports that Katherine Russell might have been embroiled in an abusive relationship, or that her husband intimidated her aren?t an indictment of Islam, Haddad says.?

"Abusive men come in all colors, nationalities, ethnicities and from all religions," she says. "No one says that Christianity teaches abuse of women because some Christian men are abusive."

Schreiber says she frequently gets comments from people surprised to see her fair skin and hear her American accent from beneath a scarf. She says she appreciates it when people actually ask questions instead of making assumptions.

?I just want people to know that there are American Muslim women who wear hijab by choice because they believe in it and it feels right to them, not because anyone tells them to.?

A lark, but it's a serious-minded lark, addressing issues of class and culture, the haves and have-nots.

Charming enough to satisfy even the trenchant-commentary crowd.

The plot thickens, but the mood grows lighter.

Unexpectedly, and blithely, amusing.

The film itself vaporizes before your eyes, but it's likable. Given its unstable mishmash of thuggery and whimsy, that's something of an achievement.

Like the spirit it celebrates, "The Angel's Share" is a neat little jolt of pleasure - and guaranteed to leave you feeling just a mite warmer.

The usual Loachian elements are all in place, but there is a gentle spirit at work here as well, and not just the alcoholic spirits around which the plot revolves.

The Angels' Share is a stellar bit of activist cinema with a light touch.

Sweet-natured and high-spirited, it's a fanciful fable with a wee dash of magical realism.

This is one of the most likable movies so far this year.

Although the English director Ken Loach has been making socially conscious movies for close to 50 years, this shaggy comedy unfolds like the work of a young man on a lark.

With The Angels' Share, Ken Loach expertly combines a handful of genres which congeal into an often funny, always charming affair that serves as a salute to whisky to boot.

Loach films have been funny while making their point before (see "Riff Raff"), but this one is imbued with a little bit of magic...Those offended by four letter words should be warned that even the voice of God slings a heavy dose of them here.

Ken Loach comedy about young Glaswegian reprobates fighting for a second chance has charm aplenty, but suffers from occasional portions of cheese and a hard-to-swallow premise (whisky-tasting as gateway to a better life).

I'm not suggesting The Angels' Share is a chock full of bellylaughs, but it's the first Loach film in some time that lacks the sensation of having a plastic grocery bag pulled over one's face.

Five trades occurred in Round One of the 2013 NFL Draft on Thursday. Here are the terms of those deals:

The Dolphins acquired the Raiders? first-round choice (No. 3 overall), with Oakland receiving Miami?s first- and second-round choices?(Nos. 12 and 42) in return. The Dolphins selected Oregon defensive end Dion Jordan with the No. 3 overall pick, with the Raiders taking D.J. Hayden 12th.

The Rams traded for the Bills? first- and third-round choices?(Nos. 8 and 71), with Buffalo getting St. Louis??first-, second-, third- and seventh-round choices?(Nos. 16, 46, 78, 222). Einstein's gravity theory passes toughest test yet

Apr. 25, 2013 ? A strange stellar pair nearly 7,000 light-years from Earth has provided physicists with a unique cosmic laboratory for studying the nature of gravity. The extremely strong gravity of a massive neutron star in orbit with a companion white dwarf star puts competing theories of gravity to a test more stringent than any available before.

Once again, Albert Einstein's General Theory of Relativity, published in 1915, comes out on top.

At some point, however, scientists expect Einstein's model to be invalid under extreme conditions. General Relativity, for example, is incompatible with quantum theory. Physicists hope to find an alternate description of gravity that would eliminate that incompatibility.

A newly-discovered pulsar -- a spinning neutron star with twice the mass of the Sun -- and its white-dwarf companion, orbiting each other once every two and a half hours, has put gravitational theories to the most extreme test yet. Observations of the system, dubbed PSR J0348+0432, produced results consistent with the predictions of General Relativity.

The tightly-orbiting pair was discovered with the National Science Foundation's Green Bank Telescope (GBT), and subsequently studied in visible light with the Apache Point telescope in New Mexico, the Very Large Telescope in Chile, and the William Herschel Telescope in the Canary Islands. Extensive radio observations with the Arecibo telescope in Puerto Rico and the Effelsberg telescope in Germany yielded vital data on subtle changes in the pair's orbit.

In such a system, the orbits decay and gravitational waves are emitted, carrying energy from the system. By very precisely measuring the time of arrival of the pulsar's radio pulses over a long period of time, astronomers can determine the rate of decay and the amount of gravitational radiation emitted. The large mass of the neutron star in PSR J0348+0432, the closeness of its orbit with its companion, and the fact that the companion white dwarf is compact but not another neutron star, all make the system an unprecedented opportunity for testing alternative theories of gravity.

Under the extreme conditions of this system, some scientists thought that the equations of General Relativity might not accurately predict the amount of gravitational radiation emitted, and thus change the rate of orbital decay. Competing gravitational theories, they thought, might prove more accurate in this system.

"We thought this system might be extreme enough to show a breakdown in General Relativity, but instead, Einstein's predictions held up quite well," said Paulo Freire, of the Max Planck Institute for Radioastronomy in Germany.

That's good news, the scientists say, for researchers hoping to make the first direct detection of gravitational waves with advanced instruments. Researchers using such instruments hope to detect the gravitational waves emitted as such dense pairs as neutron stars and black holes spiral inward toward violent collisions.

Gravitational waves are extremely difficult to detect and even with the best instruments, physicists expect they will need to know the characteristics of the waves they seek, which will be buried in "noise" from their detectors. Knowing the characteristics of the waves they seek will allow them to extract the signal they seek from that noise.

"Our results indicate that the filtering techniques planned for these advanced instruments remain valid," said Ryan Lynch, of McGill University.

Freire and Lynch worked with a large international team of researchers. They reported their results in the journal Science.

The National Radio Astronomy Observatory is a facility of the National Science Foundation, operated under cooperative agreement by Associated Universities, Inc.

Republican leaders withdraw healthcare bill amid conservative concerns

WASHINGTON (Reuters) - Republican leaders in the House of Representatives on Wednesday withdrew a bill that would change the Obama administration's healthcare law amid conservative concerns that the legislation was replacing one big government program with another.

The House cleared the way to debate the bill, which was designed to help Americans with pre-existing medical conditions while preventing the administration from using an alternate source of funding to implement its healthcare law.

But the "Helping Sick Americans Now" bill was pulled from the schedule before members could cast their votes, suggesting that Republican leaders did not have enough support from their own members. Democrats called the bill a political ploy by the Republicans.

An aide to House Majority Leader Eric Cantor said Republican leaders would bring the bill back up when Congress returns after a week-long recess in May. The legislation is not expected to go anywhere in the Democrat-controlled Senate and the White House has threatened to veto it.

"We're going to continue working on the bill. We had positive conversations today and made good progress," the Republican aide said, noting that they had run out of time with some members leaving town.

Before the House debate, several Republican conservatives were openly opposing the bill and questioning why their leaders were even offering up the measure.

They said that House leaders should give first-term Republicans a chance to vote on repealing the entire Obama healthcare law. The Republican-controlled House has voted to repeal or defund the law more than 30 times since it was enacted in 2010.

"The issue I think many of us are having with this particular piece of legislation... you're replacing one big government program with another big government program," said Representative Raul Labrador of Idaho.

In January, at an annual meeting of House Republicans, party members examined how to respond to the November 6, 2012 election results in which they lost seats to Democrats.

Some Republican consultants advised the party to appear less dogmatic over budget issues, such as the need to cut government spending and domestic programs, and become more in tune with voters' day-to-day concerns.

Labrador, speaking on Wednesday at a press conference, said he agreed with House Republican leaders' goal to brush up the party's image with voters.

But he added: "Subsidizing healthcare is not what Republicans should be about. Republicans should be about managing health care" to lower costs for Americans.

The two-term Republican added, "I agree with his (Cantor's) premise that we need to do something about the struggles of ordinary Americans. Subsidizing the struggles of ordinary Americans is not the solution to the questions that we are facing."

The bill would reallocate about $4 billion from a special Prevention and Public Health Fund that the administration has been using to help finance the creation of health insurance exchanges, new state online marketplaces where low-to-middle income families can begin signing up for federally subsidized private insurance on October 1.
